No Registration, No Travel | LTO New Policy. There are a lot of cars without license plates, or with registration signs that say “For Registration”. Starting April 1, the Land Transportation Office will enforce a “No Registration – No Travel” policy in accordance with R.A. 4136, Joint Administrative Order No. 2014-01.

In accordance with R.A. 4136, Joint Administrative Order No. 2014-01, the Land Transportation Office will enforce a “No Registration – No Travel” policy starting April 1.
It is therefore possible to stop any four-wheeled vehicle without plates and require the vehicle’s Certificate of Registration and Official Receipt. Special plates are also required.
If you drive a vehicle without plates, strict penalties will be imposed on you – starting at PHP 5,000 for those who have registered but haven’t attached their plates. Drivers who fail to provide the CR/OR or the following documents will be fined PHP 10,000:
- Certificate of stock reported
- Sales Invoice, dated seven days prior to apprehension
- The certificate of insurance cover must be dated after the date of the sales invoice.
- The driver will also be fined PHP 1,000 for reckless driving.
Although this policy was originally intended to be enforced in November of 2014, LTO Secretary Jun Abaya explained that the delay in enforcement was due to a lack of license plates. Those vehicles without license plates may be impounded, and the agency intends to enforce it to the letter.

A leeway of seven days will be given to newly-purchased vehicles, with the reasoning being that car dealers can use the allotted seven days to complete their registration – which includes car insurance, as required by law – and acquire the vehicle’s license plate. Vehicles cannot be delivered without plates by car dealers.
The last thing anyone needs is the hassle of being pulled over and fined if they don’t have their license plates on their car.
